The project

The Ngaanyatjarra Lands cover a vast area of approximately 160,000 square kilometres in remote Western Australia, abutting the Northern Territory and South Australian borders and bounded by the Gibson Desert, Great Sandy Desert, Great Victoria Desert and the Central Ranges. There are twelve communities located in this region with an approximate population of some 2000 to 2500 people.

On 12 August 2005, the partners signed the first Regional Partnership Agreement (RPA) in Australia under the then Australian Government's new Indigenous Affairs arrangements.  The intent of the agreement was to enable all the partners to work together more effectively and to enable significant improvements to the Ngaanyatjarra communities and its people.

Key elements of this review were to focus on 'what results the RPA, its projects and consequential Shared Responsibility Agreements and agreements have achieved for the Ngannyatjarra people to date'.

Our role

We were engaged to undertake this independent evaluation and conducted the review during the period from January to March 2008. This review was a qualitative evaluation and included literature reviews of documentation, interviews with representatives of each partner and a workshop to draw out the  lessons learnt and next steps.
